"I understand, this is no life to jump into recklessly!"
Even if he'd started studying here basically as soon as his family realised he had a power. At an age much younger than Terry, for sure. It wasn't like he'd been doing missions at 12 though.
"I am sure he would be an excellent agent, though!"
Especially if Lucien gave him the strength of a bear.
"You say that as if you are talking about someone specific."
It's partly a way to dodge the question. Yes, he would say that of someone fighting for the Empire, but what of all those citizens? The people trying to live their lives? The people not actively helping conquer and oppress people?
"You know my boundaries! No children, no non-combatants! That's why I'm better than Imperial scum."
Imperial diplomats, politicians, and personnel in support roles didn't count as non-combatants to him. A random civilian in Paris was safe, a doctor treating wounded Imperial soldiers or a mechanic fixing damaged Imperial tanks wasn't.

Lucien grunts, mulling over Jack's answer! It made some sense, and didn't Lucien himself draw a distinction between "Imperials" and "random civilians living in Imperial territory"? His missions aren't expeditions to pillage and burn everything in sight; if they were, he really would be no different from the Empire.
But this is war. And you can't tell who among the enemy is fighting you because they're a conscript, and who truly believes.
"Any of them who put on that armour, any meta who joins up. They're either believers in the cause, or cowards who betrayed their people. Most importantly, every single one of those scum is trying to kill us - twice they've blatantly flouted the peace treaty! They laugh at your lack of will to do anything about them kidnapping and murdering our friends! They only respect force, and bloodshed, and if they had half a chance any one of them would slaughter every man, woman, and child in this city. There's only one way to help vermin like that."
Lucien slams his fist into his palm to drive in the point!

He doesn't exactly stare Jack down, but he does hold the Director's gaze. He might have gotten a little carried away, but right now he's not in the mood to admit it. He lets out a long breath and his muscles slowly relax as he straightens up, trying to bring the outburst to a halt.
"I hate them all. I can't not. If that's wrong, then I'll make up for it when they've been beaten for good, and all those they oppress live freely again. I have to stay the course until then, you know that."
It's as close to an apology as Jack is going to get, at least right now.
