She'd stay among the crowd, and while she's not sure if she can actually reach that far, she'd tries to pull the hinges off the dog cage with her power. She's correct in assuming that the woman is done for, but once the hinges come out and the cage falls apart, the dogs start sprinting towards the crowd! If she heads along the roof, she could make it to the second level where the VIP section is, as well as where the balconies are that lead outside. Silas makes it up the ramp! The door to the VIP room, unfortunately, is guarded by two men. Zora finds that there's more people heading inside, most likely due to the commotion!
