Personality: Paradigm's psychological evaluation, while considering Hursley for recruitment as an agent, concluded that he is effectively a superpowered bully. He is cruel, arrogant, looks down on those without power and enjoys lording his own over everyone else; this might be why he went into corrections, because who cares what he does to a bunch of convicts? He makes a show of being given the respect due to him, but has little for other people, although he seems to respect the authority of the mysterious person running the operation underneath Mercyglade, Lars. Hursley might or might not have a sense of patriotism, as he is a veteran of the United States armed forces. He also believes that force, and the fear of it, are the best way to keep people in line; he has referred to the prisoners in his facility as animals, who need to be shown a strong hand so they stay in their place.

Ability: Superhuman strength and durability - the extent of his power is unknown, but Paradigm tests in his youth found his potential to be "frightening", with results of physical tests being off the charts.

History: Born in Atlanta, Georgia, son of a former Marine turned police officer, Hursley had a relatively normal life, although raised in a highly right-wing household, until the mass-empowering incident caused by Jeffy. In the event's aftermath, Hursley found himself manifesting incredible physical strength and endurance, although at first he tried to hide this power and work on it in secret so as not to tear the world around him apart just by going about his day.

Eventually, he came to Paradigm's attention when they discovered a news report of his father being attacked by a bear while they were on a hunting trip; Hursley faced the bear and killed it with a single blow. He was scouted as a potential recruit, and brought to the Academy by intelligence agents, who administered various tests of his powers and mindset. While his results in power testing were extremely impressive, he was found to have a psychological state wholly unsuited to work as an agent, and was sent home. After being rejected by Paradigm, Hursley finished high school and then went into the military, where his activities are classified and thus mostly unknown, despite the Academy having him monitored after his failed evaluation.

At some point after the treaty with the Empire was signed, he went to Chicago and took a job as a guard at Mercyglade, soon becoming the prison's head of security; while there, he became involved with the operation going on underneath the facility, working closely with its leader and spending as much time making sure Warden Schall stays in line as actually running the prison's security. With the escape of Jordan Haynes from custody, and Warden Schall's own testimony after his flight from Mercyglade, Paradigm now knows Hursley's true nature.

According to Jordan, any time Hursley has engaged in combat, he has dispatched his opponents with a single blow, regardless of their power or abilities. Because of this, he should be considered extremely dangerous and approached with caution.
