Aside from how he was dressed the shooter seemed non aggressive so Angel wouldn't attack. Yet. Angel badly wanted to spew his own set of questions for the man in front of him but decided to wait for Piper to finish up with her questions. It'd come up right in the path of their pursuers, blocking them from going further. If any of them try climbing it, well, there's nothing to grab on to, and it'll react to attempts to smash through it by being as hard as a brick wall.  [COMM]: "Okay, never mind. A red energy knife is generated as he digs it into the bricks, slowing his descent as he heads for the trees behind. Angel is outrunning them, but there's a lot beginning to circle him in! He'll drop the wall downstairs so he can focus, because the people in that stairwell won't know where exactly he and Enya went, then start creating a platform of darkness attached to the side of the building, that'll act as an elevator!
